If the body to quickly defeats the vaccine material it may learn nothing or not enough and if a virus mutates to a specific margin of difference and similarity the bodies immune response can be "fooled" and delayed essentially your body is the french defending the maginot line and predicting trench warfare and the virus are the germans using all the same sorts of units as before but just not getting out of their transport trucks and going around the sides of the line essentially the virus has evolved and gained new function and doesn't need to conduct an infection like it's cousins or near ancestors any longer, your immune system ducks a punch and catches an uppercut unaware and stumbles a bit. If you can beat that infection off though you'll have a strategy to make the next go easier.
The final selective force is harder to explain and shouldn't much effect unintelligent life but essentially some substances just kill things we've not found a microorganism yet that can survive sitting on silver for any particular length of time, maybe they've figured this out since last I researched but the theory I heard was that it had to do with electron or ion transfer and it just killed everything but multicellular beings and it acted as a microtoxin, same with UV light and intense radiation, these are quirks of physics that act as selective forces and the only development in resisting them is avoiding them.
So no, overuse of vaccines aren't the problem, under use of selective forces allow selective pressure to persist. Global movement of people is also speeding up viral enhancement by brining foreign strains which have already had decades of selective pressures applied since the creation of our vaccines.
This is why total vaccination all at once is important, this is why taking the full run of your prescribed antibiotic precisely to the prescription is vital. The reason the genetic modifications being called vaccines are utter shit at developing immunity is because you only a develop maybe an antigen or two for just one part of the virus in question, essentially it's like delivering bayonets and maybe bullets to the front but not coordinating or strategizing between your armed forces, only after your immune system has engaged the virus will it begin to put the pieces together and form a strategy, a real vaccine is essentially just a limited infection, essentially a war game inducing spike protein production is the equivalent of delivering millions of bayonets into your nation's streets and hoping they learn combatives on their own.
