How can you say the Vatican is not the Catholic Church? The Pope and the Vatican are the pinnacle of the hierarchy within Catholicism. How is the Catholic institution fulfilling the scripture you posted if it was corrupted to the point where you no longer listen to it's leaders?
The Vatican is not "The Church", the Church is the Mystical body of Christ.
They are the hierarchy, but the teaching of the Church doesn't change. Clerics can be wrong when they contradict the sacred deposit of the faith, Christ never said every cleric would be right and infallible in every moment until the end of time. Where the Church has taught infallibly is where she is without corruption. The teachings on faith and morals which are infallible doctrines are what are pure and incorruptible, regardless of being comprised of sinful men.
I listen to them when they do not contradict that infallible teaching, we have 2k years of it. There have been plenty of cases of heretics in the last 2000 years, it's nothing new man.
