You know why. They're making it unlikely that you'll look it up and read it yourself so they can put whatever spin they want on it.
If this is about the talking heads on TV, they're often rushed through a huge list of stories in a short amount of time, it isn't always about concealing information. Not to mention, just knowing the name of the bill doesn't always help, there are often multiple versions of the same bill and even totally different bills with the same name.
It'd be awesome to have a system hinted at in the Starship Troopers movie, with "would you like to know more?" ending every blurb. Integrating video streams and actual articles and documents would help remove disinfo, though there's always an opportunity to add a spin. A QR code for a few seconds, along with a way to rewind a video stream for a bit or temporarily, would do the job.
But there will always be people who only read the headlines, who only listen to the talking heads yammer.
