I am remembering an animated short, it may have been cartoon or cgi but it was released in the last 10 years and had people living in the cities under strict control, and outsiders living in slum conditions.

It reminds me so much of how things are looking today. Also it was not made by a movie studio but some group you would not expect to be making short films, it might have been a supermarket chain or big pharma type group.

I'm not thinking of 'I, pet goat II' but it was launched around that time.
