During the period of time of when he was quoted saying that. A small but vocal minority of Trumps base was against the vaccine and Qshills were pushing a lockdown is a good thing. The variations of Qannon stories were extreme. Some even thought this was being done as a way for Trump to send the military door to door to round up the pedophiles and execute them after hidden trials.

Most considered antivaxxers nuts who were on par with flat earthers. Now people realize the disproportional/irrational response for a virus that kill a very small percentage. They also see how the media is covering up how many are injured. This was before facebook, Twitter were censoring antivaxxers conspiracy theorist.

It is relevant because a large portion of Trumps base were going along with it and defended that traitor. "You think it's bad now just wait till Biden gets in." The media is gaslighting people to think this is a R Vs D issue. That is why my body my choice is easy to make fun of. Look at the 180 Biden/Harris/Trump has done. Now both Trump and BIden are pushing vaccines. Trump is even more provaccine than Biden was before the selection. Harris was saying she did not trust Trumps vaccine. Trump thinks it's great and he thinks you should get it but it be your choice(Sure). Trump wanted it to be called the TrumpCine. The Republican leadership are traitors. They turned on their base and did not defend them after 1/6. Democrats had fires and murders but held the line till was mostly peaceful protests. Many Republicans leaders called 1/6 an insurrection and shamed them. They are slowly starting to back away from that.

It can be interpreted many ways. I think he was throwing the idea out there and gauging the reaction. Then depending on the overall reaction would be how they went about it. As you can see in the comments it was not popular. Since it was not popular he could roll back the idea and say it was about distribution of all those who want it. The other important thing is we were being lied to about the rate of death at that time. The storage was another concern at that time keeping it at -70(I'm not 100% positive at exact).
