I don't think Davos works that way, but if it did, the simplest thing would be to get them drunk/high, or straight up drug them, get them in bed with an underage sex partner, film whatever they do, and hold that over the new billionaire's head for life

You don't become a billionaire without having molested a lot of kiddies.
