Simple Non Compliance. I don't know what people don't understand about it. IMO it's the easiest solution.

Also thanks for encouraging me to learn two new words (despot & denizen). I've heard them before but never actually knew the definition.

Really? I think personalizing consequences for the enforcement arm would help tremendously.

Hard for a police captain to order arrests when he's busy moving his family cause his house was just burnt to a crisp.
