The despots causing this actually want the wrecking of the infrastructure. I believe the truckers want to motivate people to get off their asses. If they can't buy food, it could cause them to do something. Obviously, the despots have zero motivation to do anything except tyrannize the denizens.
The despots are actually ready for this, so it won't motivate them. However, the denizens can do something by taking control. The simple way to take over the despots is to ignore them and go around their mandates. They can't arrest everyone.
Simple Non Compliance. I don't know what people don't understand about it. IMO it's the easiest solution.

Really? I think personalizing consequences for the enforcement arm would help tremendously.
Hard for a police captain to order arrests when he's busy moving his family cause his house was just burnt to a crisp.
