The idea isn't to pressure the elites. The idea is to pressure the constituents of the people who are making these decisions so that they apply pressure to said decision makers. This phase is about bending the leverage points until they break. In this case, that means the stooges and fall guys who are blackmailed in to making self-defeating decisions like disturbing logistics structures.

Even in a dictatorship the elite rule by consent. The reason they keep nibbling away at your rights instead of just taking them is because people have to grow accustomed to their new, slightly worse situation before you can tighten the screws.
