Probably any of the following would be my guess 1. war in taiwan 2. ww3 3. any of the ones you listed 4. new genuinely deadly outbreak 5. some sort of infrastructure destruction/attack 6. mass shooting (because that was obamas playbook), by a patsy with a nominal connection to any number of groups the state currently wants to demonize: gun owners, christians, antivaxxers, militia, etc. 7. artificial shortages / runs on any number of goods My guess? More riots. Thats what worked last time, so they'll do what works.
