Problem-Reaction-Solution. The solution is created first, always gives the perp more power, money etc. that nobody but them wants, so they then plan out a "problem" that will cause a reaction that will be guided/presented by their controlled media and politicians to create the "panic" or reaction that justifies their power grab. Simple mob manipulation.
