If you watch a lot of Robert's videos as I have, you'll probably notice a couple things:
First, he endorses ideas that are speculative and sometimes can be contradictory, in the spirit of entertaining different theories. He may talk about the moon landings or entertain the idea that we went there without 100% believing it.
Second, he seems to believe in the "Secret Space Program" where various powers, including the (former?) National Socialist government of Germany had "UFO" technology. He talks a lot about the Vril Society, the Antarctic base discovered in Admiral Byrd's mission, NatSoc UFOs observed in combat, etc. Since the U.S. brought in many NatSoc scientists following WWII, the U.S. may have developed these technologies as well. He may believe that we went to the moon using some form of secret technology that couldn't be disclosed, so the government created fake "rocket missions" to give the public the idea that we went there using the available technology in the 1960s.
Personally, I think the more likely explanation for moon mission fakery is that we didn't go at all, and it was faked for propaganda reasons. But these two points above may explain why Robert would entertain or even endorse the idea that we went.
