I'm fairly sure he is controlled opposition. His purpose is to corral people who don't trust government into one place, feed them enough bits of classified information to keep people interested, but spread enough bullshit and vague information as well so nobody knows wtf is going on.
He gets a pulpit to stand at and look like a leader of the lost flock, and sell water filters and vitamins. His audience gets to feel like they are getting inside information and they are ahead of the pack. Government get his mailing list to do background checks on.

I don't think he is actually "controlled" I think he like many other broadly-right-wing types are self-censoring career opportunists. He, like Sargon, PJW and others all know perfectly well the truth of the JQ but they know it's career suicide so they carefully skirt around right wing talking points without ever going there, for their own self-preservation. To this day, Alex Jones tries to take credit for being "the first to reveal 9/11s events" before it happened (though he and the rest of the internet know it was Cooper).
