Without the 1965 Immigration Act, we'd be able to trivially identify invaders and deport them.

Without the 1965 Immigration Act, shitskins wouldn't have positions of power in institutions, and wouldn't be able to vote for/pass laws giving welfare to every shitskin on the planet.
