Basically Jews. Territory requires collective defense in which the whole folk are responsible to each other therefore a people's territory was owned by that people entirely. There were chieftains and shit but that's administrative, emergency and war command and even then it was decentralized and consensus based. Everyone worked their respective ecologies as a collective with collective rights and collective duties to each other. And because they were basically all integrated into productive collectives there was a balance of individual rights, since people knew and loved that they were necessary and valuable.
