Are there sites that allow individual lookup by name and approximate location that are effective? I keep coming across companies that either provide no information or [like this one](https://www.intelius.com/) make you wait 10 minutes for "information retrieval" only to give you nothing unless you pay $25. I'm not above paying $25 for access but that site looks like [garbage](https://pic8.co/sh/XRn3B1.png) and the lookup process is obviously just a show.
