That and the citizenship clause of the 14th are the most misunderstood and abused parts of the constitution.
Commerce: Yeah, the founders thought "let's design a govt. with limited powers and then throw in a but if you call it commerce you can do whatever you want clause". Bullschein! All it was for was to prevent states from getting into a tariff war; to regulate - make regular - trade between the states.
14th citizenship clause: Make former slaves and their descendants citizens of the states. Period. It was never intended to make anyone who crossed the border and squeezed out a bambino the parent of a U.S. citizen. Nor flew into Calif. and squeezed one out (see China birth cert. flights) one.
