Send the kid to school without a mask and a note to the teacher basically explaining "my kid will not be wearing a mask" This places the decision with you, not your child who can then be disciplined and forced in to a mask.
DOCUMENT EVERYTHING. Save a copy of the note, video tape interactions, take dated notes and be prepared for them to send your kid home.
Contact an attorney who specializes in this sort of thing and file suit. Be prepared to homeschool or send them to a private school.
