It's called the Smith-Mundt act and it made it illegal for the US to propagandize it's own citizens (lol as if it's ever stopped them). It was a reactionary law created as a virtue signal against Nazi Propaganda after WW2 but with like most things congress does it was all bs as they never created any body responsible for it's enforcement.
