It's called the Smith-Mundt act and it made it illegal for the US to propagandize it's own citizens (lol as if it's ever stopped them). It was a reactionary law created as a virtue signal against Nazi Propaganda after WW2 but with like most things congress does it was all bs as they never created any body responsible for it's enforcement.

edit: what is really curious is that they bothered to repeal it at all. Like what was the thinking behind removing a law from the books against propagandizing your own citizens that has never seriously been enforced. See also the hatch act.
