First you gotta have a few people who want to and enjoy reading. Second you have to have a system of choosing the book, I'd recommend everyone adding 2 books no one has read yet and then voting from said pool until they are gone. Then you need an outline for timing the book reading and meetings, taking into account different reading speeds.
