Assume all the cases resulting in hospitalization also resulted in a $13K bill to the government. That's about $2.6 billion. Discounting the obvious overlap, that's about $27.5 billion in total so far. That is absolute chump change compared to the $7.2 trillion or so dollars printed to prop up the economy over lockdown stupidity (https://www.pgpf.org/blog/2021/03/heres-everything-congress-has-done-to-respond-to-the-coronavirus-so-far).

From a utilitarian perspective, just covering everone's medical bills would have been the smart play on the pandemic. Am I wrong?

Leftist do this on all issues. They will force you to pay for garbage that isn't working, like government schools, and then they'll berate you for having gone to one, or that your kids go to one.

They'll force you to pay for universal healthcare, then tell you to stop complaining about it since you went to the hospital once.

Sweden is an excellent example, I've had several people tell me that they pay more taxes than me in a heated argument, as if that's some kind of accomplishment. I would understand saying that you make more money than me, but these people have some deep emotional connection to the state.
