Assume all the deaths resulted in a $40k bill to the government. That's about 25 billion dollars. Assume all the cases resulting in hospitalization also resulted in a $13K bill to the government. That's about $2.6 billion. Discounting the obvious overlap, that's about $27.5 billion in total so far. From a utilitarian perspective, just covering everone's medical bills would have been the smart play on the pandemic. Am I wrong?
