Bush Sr. was the head of the CIA. You don't get to be in charge of the CIA without being a ranking CIA agent.

George W. ran an oil exploration company which was a front for the CIA. That whole family went to Yale and were Skull and Bones. The CIA was founded by a Bonesman and all of the original recruits were Bonesmen.

Interestingly, John Kerry was also a Bonesman. No matter who won the election, Skull and Bones and the CIA would be on top.
