The fertility rate has decline significantly on a global scale. My question is, why is there an overpopulation concern if less babies are being born yearly? It is projected that the world will hit 9.8 billion by 2050 but HOW? Am I retarded or does this not make sense to anyone else either?

The world being currently overpopulated has nothing to do with future changes based on birthrates.

Something about you is very fishy.
