It's an Allen Moore comic. Moore is a Crowley type ceremonial magician. Follower of Thoth and Hermes. His comics are my favorite. They read more like religious bibles. Specifically his comic Promethea which teaches Magick and tarot in an educational way presented as a fictional fantasy story. You all probably know Moore from movies that they've made off his comics like v for vendetta, watchmen and From Hell. That's all his work except he rejects all the Hollywood remakes of his comics and says he's never seen any of the movies.

I think Allen Moore is a legit and honest person and we should respect his wishes and not make shitty live action depictions of his stories which he has explained are magical tools of enlightenment for the comic format. His stories aren't composed with audio and movement in mind when he makes them. There's a special magical incantation that happens when reading and that is what Moore is trying to invoke. Those are the emotions he is stirring up with his work and that's all overlooked in the many Hollywood remakes of his work. Hollywood owns all the work Moore did for DC comics, like The Killing Joke.

The Killing Joke is more degenerate than other comic book stories. There is rape and innocent people are brutalized. We're all just one bad day away from becoming The Joker, according to The Joker. Batman doesn't want to believe this but Joker has ways of convincing him.
