13 year olds are not qualified to earn $10 an hour, generally.
What you do, is you bid out the job. Don't pay hourly.
Ask yourself how much time it would take you to do A, B and C, then calculate a number.
Offering him, say, $1000, is far more appealing to a 13 year old, so long as you don't tell him he is going to work for 200 hours.
Alternatively, 13 year old boys love guns, knives and cars. The promise of guns, knives and or cars is usually enough for me to get my kids in gear.
Also, acting like "the company store," where he gets items then works them off a little is an okay idea, too.
Also, no devices. No Internet. This is the primary reason they won't do anything. Get an NES or emulators and USB controllers. If you keep the gaming to 80s games, the attention span for it dies off real quick.
So true about the games, I grew up loving NES so much, but I still spent most of my time playing outside because they just weren't that time consuming or addicting.
I’m fighting this one with my boy. Just turned 7, and loves video games. All his friends have a Nintendo switch.
I pirated some nes, snes, and n64 games that he occasionally gets to play, but it’s never enough. And despite getting him outside, or just sending him outside to play, there’s always that disappointment that he can’t just stay in and play….
You need to find something to kindle his love for the outdoors. Camping, hiking, boating, fishing, anything with the dog, and so on. Get out there and make memories, pay attention to anything he seems to spend time doing outside.

Have you seen the Super Metroid/Link to the Past combo randomizer? It's a lot of fun to play once you understand the maps & logic, and even more fun to watch people race, as there's no set route so runners need to make routing decisions on the fly.
