They know how many people are in an area, and how many vaccines have been given, and so they should be able to know when herd immunity has been achieved, and at that point wouldn't all areas be fine to open up with no masks at all and no need to track people with vaccine receipts? Of course that's because it isn't about health at all, it's about power and getting people to submit to the idea that the gov has the right to your body, inside and out.
