If you could, you could develop a real sentient AI that would change the world. But so far no. One of the concepts on making a sentient AI is to emulate a human brain in a supercomputer, (in which case you would need the genome to create the emulated 'brain'). However this is just a concept right now, no one has done it, or even come close to attempting it. We still can't 'read' a genome in order to tell which parts we would need to generate the 'brain' part.
