If you could, you could develop a real sentient AI that would change the world. But so far no. One of the concepts on making a sentient AI is to emulate a human brain in a supercomputer, (in which case you would need the genome to create the emulated 'brain'). However this is just a concept right now, no one has done it, or even come close to attempting it. We still can't 'read' a genome in order to tell which parts we would need to generate the 'brain' part.

Algo to thought's can't be done. The best an algo can do in that directions is pick up patterns from information. It cannot create original ideas or manifest a desire to do anything new.

The genome sequence would be the same size as your genome sequence. The sequencer is producing what you already got. Yes the algorithm to be applied to your thoughts are written in the sky. It is both predetermined and free will at the same time.
