A lot of these kind of came out of the wave of Chinese-produced RedBox movies and Straight to Prime that started years ago. Look at a movie you’ve never heard before but has EVERYBODY in it. More likely than not, the opening credits has a Chinese production company card. I have a feeling he’s taking a cue from Jackie Chan and stacking these movies so when he’s ready to retire, he’ll still be drawing royalties.
I'm not sure if it's still once a year or not. But actors need to keep doing movies as part of their SAG membership. They buy their health insurance and other services (retirement or pension options) through SAG (sagaftra.org).
That's why many semi retired actors & actresses pop up in made for TV movies, especially for the holidays.

On the "back end" actors can make more money off lower cost B rated movies or full on shitty movies then the big budget ones.
Because they can do a lot more of the smaller movies in a shorter period of time and then collect royalties as those movies are played on TV & various streaming/rental services.
They also need to do one movie a year to keep up their SAG membership (sagaftra.org) that they buy their insurance & other services through.
