I recently went to a restaurant and looked at my bill; I'm being told that I must subsidize the wages of the kitchen staff with a 3% tax on the total bill. Then the restaurant charges a meals tax on top of this kitchen tip which is probably not authorized under state law. Interestingly enough, the kitchen staff gets 3% for things they didn't do like pour beverages.

To me, this is nothing but virtue signaling. This pisses me off. They could simply raise the menu prices 3% and then pay their staff more.

I'll bet you $1 the restaurant is playing a game where they're not counting those "gratuities" as income - trying to create a tax free conduit for employee wages. Make sure you notify your state's tax collection authorities and the IRS that the restaurant is making these charges, and include your receipt as proof. Gather more receipts and send them too. Copy the restaurant on your complaint. If they have a general counsel, that would be the place to direct it. Otherwise look up the owner/CEO and copy him/her.
