It is nieve of you to think man wouldnt concoct a plan to rule the wold at the suffering of others. Man is in general a selfish self absorbed animal who only really values others he has close emotional ties with. That value is largely rooted in species propagation, so he had little choice in that thought. Other people? Look how many people have been killed in the name of gods who teach only peace. Look how many people have been killed just because a leader wanted some more land. Look how many die daily, that no one ever cares about. We are just a highly evolved animal with animal instincts at our base. We consciously override instinct often, with our intellect that has developed morality and ethics... But those ethics and morals are highly flexible and are always viewed through a situational and personal lens. Does the person who honestly in his heart, believes that the world would be best under his rule, not have a moral ground, under his subjective lens, when he starts conquering people to rule them? Those that die, were casualties, everyone else's life will be better.
