Approximately 5% of the population getting negatively affected by the vaccine would still seem like a great choice for most people. Those 5% can be blamed on other unrelated causes. Their goal is to get as many people to get jabbed all the while some are getting maimed or killed. At the same time, they don't want too many people dying because that'll crash the economy.
