Cats are not your playthings. If they want to play, they play; if they don't want to play, they tell you to fuck off; and if you don't fuck off, they draw blood. That's the nature of cats. Get to know your cat, don't go around thinking it's a dog.

The cat needs to be in the mood for the type of play you want. You can either learn to notice that mood in your cat or learn how to tease it out of her.

If you want "aggressive play" where you roll her around, bat paws, grapple/ play fight then she really needs to be in the mood for it or worked up to it and she must trust you. If you want toy play (feather on a string / ball) tease her with it just out of reach, if she goes for it then you are golden. If you want just pets and cuddles let her smell your hand and then carefully approach parts of her body and see what she likes. Base of tail, cheek/chin, and neck/ears are general safe good places.

There is also an issue of trust and communication(non verbal) which it seems you two are currently struggling with. If you come into the room she is in, or she comes into your area acknowledge her (get her attention/make noise) and get short eye contact, then slow blinks or look to the sides to show her you know she is there and you are happy and not looking for a fight. (Do not stare her down)

The behavior you described sounds like a slight lack of communication and trust, I think you both can warm up to each other. Cats really only use vocal communication with humans, so those meows are her trying to tell you something you are not picking up out of her body language.

Many cats don't like to be held. Buy a small toy stuffed with catnip, most like it. My cat fetches hers back to me after I throw it. Some cats will ignore toys. In any case, speak softly to her, pet her slowly, scratch behind the ears.

Dont stare into her eyes, when she attacks your hand, does she make you bleed, or is it soft attacks? Basically let her hunt something, like ypur hand under the covers, or a string. Buy some catnip or silverwood. Cats are very intelligent. So they talk with their body, staribg unto her eyes means, you wanna fight. Closing your eyes slowly and looking away is akin to smiling.

your cants not hunting, but like anytoy is simulating it and sees your hand as a toy.

its better to grab a toy a toy and show her thats what she should be playing with

I am convinced that you fail to grasp how intelligent cats are. They have personality, and thought. But i dont mean it can understand "kek" like we do, but when a cat is annoyed, on the counter and pushes something down while looking DIRECTLY at you, you know it knows what its doing and why.

One of our cats is super-careful not to scratch human hands. The other attacks anything that moves.

Watch the tail. Their tail gives a lot of insight to their mood. Have a search on line for things to look for but it's pretty obvious if they are in a mood to be playing or not.

Avoid using hands.

She ll then be in the mood to pay everytime you want to pet her.

You ll just want to cuddle and pet and she ll just start biting, kicking and playing.

Buy toys.

There are tons of awesome toys for cats.. Including lasers.

lasers aren't good unless you end the play session with a treat. Otherwise the cat develops depression on how it couldn't catch the red dot flying around when it thought it did.

cats are not like dogs. Unless you get a rare sociable one they like to be left alone with the occasional interaction. Like an introvert or serial killer who is happy in a dark room for days until their 3 minute stop at the liquor store.

Clicker training and lots of treats.

Takes longer than dogs, but if you watch a Russian cat circus you can see some of the stuff you can train them to do.

I've got my cats finger point trained, and I sometimes make them jump from chair to chair. The cats friggin love it. Drool city.
