I believe the city council said it was completely out of their hands. I doubt the city council has zero options as they claim, though. Scottsdale’s mayor is “non-partisan” and their last mayor was R. The city council claims “non partisan”. I am not sure if they’re avoiding identifying as republicans or if they are actually non partisan. I do know PHX candidates don’t claim a party on their candidacy advertisements “, because they’re ALL democrat.
