Are you allowed to go 100mph in that lane? Say someone was coming up behind you going faster than you? Why is 10-15 mph over the speed limit not fast enough?
In Germany they don't enforce a speed limit on highways they enforce traffic/passing rules and their roads are actually safer. I think Ohio was attempting to shift focus more in this direction. Law or not, enforced or not, I'd rather intelligent rules than arbitrary numbers... but then again Germany isn't full of niggers.

Move over where? It's a 2 lane highway. Not 4 lanes with 2 lanes on each side.
I would say the exception is he is actively passing vehicles to the right of him. If that is the case, then he cannot safely move over to the right, also his car is different than yours and may not be able to go 100 mph as well.
Now if he is hoggin the passing lane, different story. There is a different case for every situation.
Overall, I wish German autobahn driving became the norm world wide.
It's an infraction, not a crime. Driving 20 over is a crime.
