When Blacks were segregated, they were forced to start their own stores, newspapers, theaters, etc. This led to Black entrepreneurialism, and brought the best and brightest up to levels of education and wealth seen in whites. Learning and development where encouraged to better serve the brisket Black community.

After the civil rights era, they found they were entitled to use whiteys services, and stopped patronizing their own community. On top of that, liberal whites taught generations of Blacks that they were perpetual victims, and things like education, personal responsibility, and academic achievement were 'acting white'. And finally, the liberal whites in the post civil rights era created a plethora of government programs that destroyed the Blak family (the bedrock needed for achievement), and made poverty just comfortable enough to disincent many people from working hard enough to improve their long term lot in life.
