Mixed breed is lumped into one category. If you are a mutt, blame your parents and you go into the mutt-ethno state.

Pure breds only. How many of poalrs would be in the same ethno-state? Or even fit into one? If your heritage is German and French... you are a mutt.

Nonwhites would also be welcome, but they’d need to remain a minority, support and respect their host country, and accept being unable to vote.

So no arabs or negroids...
