Interesting statement. My Filipino friend tells me about the nuianced class system that is there in the Philippines, more fair skinned Filipinos are seen as more attractive and also tend to be of a higher income bracket, and are native to a specific part of an island. There are also darker skinned more jungle type Filipinos. There is enough differences in types of Filipinos that there can be tension between them.
I have an Italian friend and she talks about how north and south Italy don't get along at all.
So what advantages do you get from an ethno-state?
