Why does the CDC have a founder if it's a government agency?

It says their founder is Dr. Joseph Mountin. I was expecting it would be an act of congress like the FDA. The only acts of congress related to the CDC I can find are way later than the founding, like 1992 and after.

It's a Cabinet level department. I can't find who was the first president to have the CDC as part of his cabinet.

It's also part of health and human services, which strangely was created by an act of congress 6 or 7 years after the CDC was founded.

The Powers That Be don't even try to hide their agenda anymore. "Disease Control". It's right in the name. Not fight or cure disease- CONTROL DISEASE. For THEIR purposes.
