I don't know, and its been annoying the shit out of me. There doesn't seem to be any link between it an the user's score. I haven't blocked anyone. The only common factor I've noticed is that all of the users grayed out have some kind of flair by their username.

Faded comments at least have the helpful "suspicious behavior" descriptor, in red ink, immed after their handle
