People, as in the majority of normal upstanding Americans, will only stand up and fight against the enemy once there is a unilateral disadvantage that affects people so negatively that they realize something is being done TO THEM. This would have to be something that permeates all levels of society and is far enough away from the known "norm" that people can see as an offensive action against people.
