You can enable the minichat in your preferences or use https://chat.poal.co

In case you want to use Element app instead, make sure the Homeserver is chat.poal.co and not matrix.org before registering

and it looks like I can't PM anymore.

Just be active a little and it will unlock itself (it is working that way to prevent spam and trolls from using alts)
