I remember reading about this a couple of years ago. Seems the jews also wanted riots to decrease the value of goyim's property too, so could buy out. Something about it going to be very valuable commercial warehouse area as a major railroad was looking to make it a big hub. Damn, wish I saved the link or recalled details better, but there were a lot of historical document/newspaper citations.
