In the NIV it does say that, but in the original versions it says "The order of authority derives from God" which would probably have the opposite effect and undermine secular authority.
That’s interesting, and just one of many examples of how the meaning of these passages can be changed over time, even intentionally so. I included the NIV version not because I like it, I don’t, but because it’s so widely used today by church-goers, I would wager almost exclusively. IIRC the female who headed the NIV compilation is a lesbian.
