If your goal is to make whites feel racial guilt for their successes, then it's useful to classify certain ethnicities with a culture of caring about their children's education as 'honorary whites', and those that don't as 'underrepresented minorities' -- to better explain their relative successfulness. That often means placing East Asian immigrants, Jews, etc in the former classification. That's a malicious goal propped up by a stupid classification, so don't do that. Belgians and Chinese are different, both genetically and culturally, and there's nothing shameful about recognizing that.
