No one knows... It will be a few years before they do. It's a trap. By the time people figure it out the damage will be done the new cap gains tax will be passed (for those horrible rich people ofcourse) and there will be years of incorrect tax filings that THE IRS can mine value from to support this dead system.

It's confiscation not taxes. Communists engage in confiscation not constitutional republics. The Constitution says they have to go through the eminent domain system for every single capital gain taking to be legal. No one knows or cares. The US is not what it seems. It hasn't been for a long time.
