The city of london is certainly a center point, much like Washington DC, but they are not the source of power. The power will operate through these places, but they are not the power themselves.
edit: should clarify, the Lions come from Belgium, who is the power in Europe. Sweden controls England because of the Jesuit alliance AND because England took the "lion badge" to stop Swedish Vikings from raiding England.
