Less, the center of the waste of NASA is cost plus contracting. Starship is going to Mars with or without NASA. Elon didn't need to get on board with anyone, he took over the business, pulled the rug out from under them.

The Blue Origin Federation and Dynetics entries have seen next to zero real-world development and are massively over budget according to current projections.

I'm not saying Elon didn't pay someone off, but it's clear why starship was chosen over the other two.
